Job Description

GENERAL DESCRIPTION:

The HR Manager is responsible for developing and implementing human resources strategies that align with the organization’s mission, values, and goals. The HR Manager is responsible for all aspects of HR including employee relations, performance management, compensation and benefits, compliance, training and development while fostering a positive, inclusive and mission-aligned organizational culture. As a strategic partner, the HR Manager supports leadership in workforce planning, organizational development, and continuous improvement efforts that enhance employee engagement and operational effectiveness.

 
SUMMARY OF ESSENTIAL JOB FUNCTIONS:

  • Design and implement onboarding programs that support employee success and integration.
  • Develop strategies for staff retention and engagement.
  • Establish and enforce HR systems, structures, and policies that promote program sustainability and enhance staff resilience.
  • Partner with the Executive Support & Recruitment Supervisor to develop and implement recruitment processes to attract and retain top talent.
  • Lead performance evaluation and feedback processes.
  • Create professional development and training opportunities to promote growth and learning.
  • Support managers with coaching, employee relations, and team development.
  • Manage compensation and benefits programs, including vendor relationships.
  • Oversee benefits administration, leave management, workers’ compensation, and HRIS systems.
  • Collaborate with Finance and Operations on payroll, audits, and risk management.
  • Provide leadership to the Human Resources team and build organizational capacity and effectiveness
  • Provide HR advice and counsel to executive leadership on HR related issues.
  • Participate in the annual budget process and perform periodic cost analysis.
  • Ensure compliance and maintain a thorough knowledge in areas such as EEO, Fair Labor Standards, Wage and hour, FMLA and other regulatory requirements.
  • Oversee daily HR operations, providing hands-on support across key areas and ensuring smooth workflow within HR functions.
  • Lead the strategic development, implementation, and evaluation of employee wellness programs to enhance overall workforce health, engagement, and productivity, aligning initiatives with organizational goals and compliance requirements. 
  • Recommend and assist with the enforcement of established agency policies and procedures.
  • Evaluate procedures and technology solutions to improve human resources data management.
  • Manage employee relations investigations, ensuring fair resolutions and adherence to labor laws.
  • Provide leadership in fostering a culture of continuous improvement.
  • Perform other duties as assigned. 

REQUIREMENTS:

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development or equivalent required (PHR or SPHR certification preferred).
  • Minimum 5 years in a comparable role. 
  • Strong knowledge of employment law and HR practices. 
  • Experience managing HR functions across a diverse workforce. 
  • Must possess the following knowledge, skills and abilities and be able to explain and demonstrate that the essential function of the job can be performed, with or without reasonable accommodation. 
  • Strong understanding of federal, state, and local employment laws, with the ability to interpret and advise on compliance. 
  • Ability to assess training needs and apply organizational development principles.
  • Experience designing and managing salary structures and benefits programs. 
  • Familiarity with HR-related information systems and technology. 
  • Strong written, verbal and interpersonal communication. 
  • Ability to manage multiple projects efficiently.
  • Experience in Budgetary development and analysis. 
  • Ability to be proactive and reactive to anticipated and sudden changes especially as they relate to the labor situation.
  • Ability to train, motivate, evaluate, mentor and direct employees and managers to meet desired results. 
  • Leadership in departmental and agency-wide meetings. 
  • Comply with all agency and program policies and procedures including confidentiality, employee conduct, computer usage and dress code. 
  • Meet program/department’s performance and productivity standards. 
  • Attend required agency and program/department meetings. 
  • Adhere to the schedule agreed upon with the supervisor. 
  • Follow and model CFR’s core values. 
  • Participate in PQI initiatives. 
  • Must be eligible and able to obtain a Level one fingerprint card. 
  • Must have a valid Arizona driver’s license, vehicle and meet agency liability insurance requirements. 


ABILITY REQUIREMENTS:

  • Sitting and using computer for extended periods of time daily; standing and walking short distances.
  • Moderate twisting, bending, stooping and lifting up to 40 pounds in the performance of assigned duties. 
  • Ability to use a variety of office equipment and machines as referenced. 
  • Normal manual dexterity and eye-hand coordination required; repeated hand-wrist movement. 
  • Adequate vision to manage print computer-based information, with or without accommodation. 

The nature of the position involves a fast-paced working environment with multitasking of many different duties and tasks. General daily priorities may change at a moment’s notice, and the position requires quick response time and flexibility.
