Job Description and Duties

The Staff Services Manager III will be directed by the Hospital Administrator in the Hospital Administration Department at the Department of State Hospitals – Atascadero (ASH). The incumbent will be responsible for the following duties but not limited to:

• Provides leadership, direction, and support to assigned department heads to ensure that hospital objectives are accomplished. 
• Participate in the development of policy and organizational/budget decisions for Administrative Services and the hospital.
• Ensures progress towards the completions of DSH-A Strategic Plan Objectives as they relate to the improvement of hospital operations and the Department of State Hospitals as a whole.
• Oversees the development of Plans of Correction in response to deficiencies found by external review agencies and ensures implementation.

1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at , OR
2. BE TRANSFER ELIGIBLE: MUST meet the minimum qualifications of the classification per DPA Rule 250, have current employment with the State of California in the same classification with permanent or probationary status or in a classification that is substantially the same with permanent or probationary status, OR
3. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

MINIMUM QUALIFICATIONS:

Either I

One year of experience in the California state service performing the duties of a Staff Services Manager II (Supervisory) or Staff Services Manager II (Managerial).

Or II

One year of experience in the California state service performing analytical staff duties of a class with a level of responsibility not less than that of Staff Services Manager II (Supervisory) or Staff Services Manager II (Managerial) and current employment in a class with a level of responsibility not less than that of Staff Services Manager II (Supervisory) or Staff Services Manager II (Managerial).

Or III

Two years of experience in the California state service performing the duties of a Staff Services Manager I.

Or IV

Experience: Five years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience which shall have included the preparation of reports and the presentation of recommendations to management beyond the trainee level, at least two years of which must have been in a supervisory capacity. [Experience in the California state service applied toward this requirement must include two years performing the duties of a class with a level of responsibility not less than that of Staff Services Manager II (Supervisory) or Staff Services Manager II (Managerial).] (In appraising experience more weight will be given to the breadth of pertinent experience and the evidence of the candidate's ability to accept and fulfill increasing responsibilities than to the length of the experience.) and  Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Working Conditions

This position may be eligible for a hybrid work schedule, with a maximum of one (1) day per week telework. Telework is at the discretion of the department and is subject to change as business needs arise.

Special Requirements

In addition to the Standard State Application (STD 678), all interested applicants are required to submit a Statement of Qualifications (SOQ). The SOQ will be considered the first interview for this position. SOQ’s must include all relevant experience, education, and training for each question posed. 1. Describe your knowledge of and experience in planning, organizing, and directing non-clinical administrative support functions and programs for a medical/psychiatric facility, such as Plant Operations, Deferred Maintenance, Capital Outlay, General Services, Medical Records Management, Dietary Services, contracts, building maintenance, property management, and/or housekeeping. 

2. Describe your experience and ability to maintain a high degree of diplomacy, professionalism, initiative, and self-discipline to independently work with all levels of management, executives, and external stakeholders.

3. Give an example of your knowledge of Joint Commission accreditation, licensing , and the certification processes of a medical/psychiatric facility in relation to the  Administrative Departments effected.

4. How are you able to handle multiple assignments across various departments simultaneously and the ability to research and explore alternative resolutions for presentation to executives and external stakeholders. 


5. Describe your current executive and/or enterprise level duties and your ability to provide high-level information on a variety of topics that could impact the facility as well as the department as a whole.
